"First Navy Day with No Treaty Obligations", 1936. The title references the end of the First London Naval Disarmament Treaty that had been in effect since 1930. Japan, a significant naval power, would soon withdraw from the Second London Naval Disarmament Conference held in London in January 1936. The Japanese refusal to participate a second time was a key step towards war. In July 1937, Japan invaded China and in December 1941 attacked Pearl Harbor.
